The HSUS cant say all animal owners have to do what they tell them to do, they also have to do the same. They have to have 12 x 12 shelters for each of the 200 horses in there care. Do the math each shelter cost 2,500 $. Good luck with that. There isn't one set of rules for the population and another set for the HSUS.
