Political failure at Copenhagen happens whether the treaty gets signed or not. Any nation that signs it signs away their sovereignty. This treaty establishes the framework for a world government of UN appointeees. Then it takes money from developed nations and gives it to developing nations. Not all policy makers will fall into this trap, but how tempting is it for a developing nation to take the money they receive and increase their industry and consequently their carbon footprint? This is one of the least thought through ideas in the history of the world.
